How do I change the speed of my mouse?

Question

I have a Microsoft basic optical mouse that freezes and moves erratically. This is a wired ps2, two button with scroll wheel. I was advised to change the port speed to 9600 but do not know how to do that. Can you advise or if you have any other suggestions they would be appreciated.

Thanks, Shad
