How do I prevent pop-ups?

Question

My wife clicked on a pop-up for Winfixer last week and now I can't get rid of it. It tries to turn on my Internet connection (we have dial up), and when online, it often pops up the window trying to get me to download it. I can't seem to get rid of this. I have tried Spy Subtract and Spybot, but to no avail. Can you help me to get this off of my system?

I have googled this spyware, but have received no helpful/useful suggestions?

Thanks

Is the file on your system (saved to your C:) or does it just pop-up when online? Your ISP (AOL, PeoplePC) should have a pop-up blocker that you can turn on. If it's saved to your system try finding the file name and deleting it manually.
