You should be able to upgrade your memory and your operating system to a higher version. The recommended hardware for a Windows XP computer is any Intel or AMD 300 MHz or higher processor, 256 MB of RAM or higher, 4GB of available hard drive space, and video card that supports DirectX 8 with at least 800 X 600 resolution. Your system should be able to upgrade from Windows Me to Windows XP. And for your memory, check inside your system if there is an empty bank for an additional ram stick, and add the amount that you want, or remove the ones that you have right now and buy a new ram stick and replace the old ones. Most of the DVD software for burning is capable to run on a Windows XP.
