Why don't part of some pictures show up when I open a web page?

When surfing using my browser I find that I will get only half a picture. The part that appears will be clear but I will only get a portion. What appears in the browser is there but when I scroll to see the rest there is nothing. Usually refreshing fixes it the problem to an extent. Is it my video card? other? I am set at 256 color (16bit).

In most cases this is a video drive problem. Try going to the manufacturers website to make sure that you have the latest version of the driver. While there, check the support section for any known problems with the card.
