Let Data Doctors be your personal IT department today

We have a basic dial up Internet service (pilots-coop.com). I know that when we are online, hackers can manipulate the system remotely. However, someone who uses this system claims that somehow the machine automatically runs the phone dialer by itself... that is, it makes the connection to pilots-coop.com uncommanded... Is this possible?
