As soon as I'm on the internet, my curser gets fuzzy and the page gets fuzzy. The curser sappears to have a vertical "block" attached to it.

This is a sign of a hacker that is spy all of your computer everytime throught the internet, there is no doubt What you can do is to see if you have an unknown program in the add/remove program in the control panel Also look at your taskbar tray to see an weird icon You might want to look for a firewall software that can block any ports and access to your computer Don't save any important information such as credit card number.

Also update your antivirus and after that make a full scan to your computer, your antivirus would let you know that their is a virus Do the same thing to Windows 98 going to the windowsupdate.microsoft.com.

If your mouse still acting were than you might want to invest in a firewall software that will block your computer from hacker and virus.
