What is a reinstallation?

I am having problems with my computer shutting down randomly and restarting, only usually while playing a game, and ocassionally just shutting down programs at random but not always restarting, I have heard many different ideas from different people, some say its my video cards incompatibility, others blame my power supply (which is 350W, but says 300W "true"), i have no idea what the problem is, the machine is only a few months old and was fine for about the first month, now i programs shut down and ocassionaly it restarts the computer (always while in a program) at random, Please let me know if you have any ideas. What you need to do is reinstall all of your programs including the os to have everything running compatible
