What can i do to get it to run windows again?

I formatted my D: drive because every time i emptied then recycle bin it asked me if i wanted to. after i did that porgram became uninstalled and i restarted my computer but then it said i had an error on line 1 and it wouldn't let me start windows. What can i do to get it to run windows again?
