What is start over?

hey im the guy the guy who asked the question (http://www.computerproblems.com/questions/question.cfm?id=10078) you guys advised me to just re-install windows but thats another big problem of mine, it wont let me! Everytime i try to it keeps saying that its missing sometype of file or something corrupted so it can continue with the installation. What should i do?

What you need to do is keep everything that is necessary to you because it seems that you have to wipe your drives clean to start over again
