What might help with my web page from jumping form the top to the bottom

When I surf to a site and select a topic, the screen displays the top of the page and 1 second later the scroll bar jumps to the bottom of the page. I then have to scroll to the top of the page...very annoying. The device manager indicates my mouse and keyboard are functioning properly. Did a defrag, uninstalled and reinstalled Windows IE 6.0 and checked the Microsoft database for self help topics and found none. Also restored my system to a check point prior to the appearance of the problem. Also disabled PopUp Stopper program. Any suggestions to resolve my problem???

Run a virus scan to see if any viruses might be causing the problem, if there is no viruses present, try changing the mouse for a good one that you know is working properly.
