What is a full reinstall?

Lately when I start my laptop the following appears and I don't know what it means. I can get to Windows 98 by pressing any key and everything seems to work (sort of):

current maestro-2e sbpro game settings:

too many parmeters

one or more of your disk drives may have developed bad sectors.

press any key to run scandisk with surface analysis on these drives.

(Before I can do anything, the following appears)

there was an error running scandisk.exe, or it was cancelled. run scandisk for

windows, as you may still have errors on your disk(s)

press any key to continue starting windows.

When you have a bad sector there is no way that you can fix it through your windows or even the DOS prompt so your best bet is reinstalling you OS and i guarantee no problem.
