Should I reinstall the QWWIN.DLL file?

I will get a message on my computer that says "QWWIN.dll is not there and please reinstall". This does not seem to be causing any operating problems with any programs but it is irritating and I don't even know what I should reinstall it with. Can you help?

This is a dll file associated with Quicken If you don't need it I wouldn't reinstall.
