What will help fix my mouse?

whenever i am in a program that i can use the scroll bar or scroll wheel the scroll bar keeps moving the page up and down the only way to stop it is to move the pointer off of the main screen, say up to the top of my screen. i have tried to restart my computer many times and it doesnt seem to fix the problem. this is driving me nuts

The problem might be easily solve by going into the control panel, clicking on the mouse icon and making the necessary adjustment, i think this should help you.
