What is congestion?

AFTER 20 MINUTES OF WORKING MY COMPUTER IT STARTS TO SLOW DOWN AS I GO FROM PLACE TO PLACE. I RESTART MY COMPUTER BUT IT TAKES A FEW MINUTES TO START AND CLOSE. WHAT IS MY PROBLEM. I HAVE A INTEL PENTIUM 150MHZ 64 RAM AND WINDOWS 98. THANKS................

It may take a few to start and close because u got alot of the same files in different areas if you put everything that goes together in its own place and delete files and folders from old programs you dont use or have anymore and run a disk clean it may stil take a few minutes but it will not take as long as it use too.
