What is switch?

i keep recieving error message

SERVER BUSY

this action cannot be completed because the "program manager" program is not responding

choose "switch to" and correct the problem

then it gives me three boxes switch to, retry and cancel but the cancel button cannot be clicked on and the other two buttons do nothing then the computer freezes and computer has to be shut down through task manager

please help!!!!!! what do i do-i am not a computer wiz

The next time it happens click switch to and select the same program after that search for a later model of the software to overwrite the previous
