Go to the Startup menu by holding Ctrl or tapping F8 key and choose safe mode, then you should be able to get into windows desktop From there you can troubleshoot the Display properties and go to the setting tab and click advance Go to the color management tab and add a color profiles, this is like the monitor drivers if you dont have it, check your monitor manufacture and brand and go to the Website of the manufacture and dowload the latest drivers.

also reduce the setting of your monitor such as the pixel into 800x600 and the color bit to 16 bit.
