What is computer management?

About seven months ago my computer had crashed and one of my two hard drives (a 20 gb one) was almost wiped out. I recently purchased a new 40 gb hard rive and was able to recover the data from the 20 gb onto it. Then I had to take out the 20 gb and replace it with the 40 gb so I would have room for my two CD ROM drives. Now I have my two CD ROM drives and my two hard drives inside my tower. However, I believe I may have configuration or motherboard problems now as my moniter is not getting a signal from the hard drive. The tower turns on but there is no picture on the moniter. I have tried other moniters with it, too, but still no picture. Can you please tell me what is going on here?

Doug you need to enter the Bios first change the settings so that it boots from your original cd drive enter computer management give your drives a letter and you will be able to work on your computer from there
