What is causing my computer not to boot?

I purchased a remanufactured Compac computer and every time I try to start it, an error comes up stating system boot error, insert system disc and press enter. I did not receive a system disc with this computer and can't seem to get the thing to boot up?

It appears that you are having a booting problem, system files necessary to load an operating system are missing from .the disk or the hard drive You will have to get an XP boot disk in order to start your computer.
