What is rerunning scan disk?

After signing on to the web, all of my icons on my task bar disappear as well as my start button.

The task bar stays there but icons are missing. After signing off icons are still gone. I right click on my screen and "refresh" several times and most of icons reappear. When I try to click on my start button, nothing happens for several seconds, then meun will appear. If I click on to something like, control panel, I can do whatever I wish to, and when I close my program, the program name still appears in my task bar area. Tried running scan disk and after two hours of running I cancel it.

By running the scan disk it would have located the problem and showed you how to solve it even though it may take a long time you need to run the option to fix the problem
