What is a computer auction?

How much or how could I find out the cost of hooking 1 T.V., 2 lights, and a radio up to have my computer turn them on by voice. And how much or how could I find out how to have my computer act like an answering machine or tell me when I've got a call and I can dial by speaking the numbr?
