What is congestion?

My start bar freezes up, most of the time it will only freeze up for a few seconds but sometimes it will freezes for a long time, long enough I just turn the computer off.

It seems that your computer is clogged and congested so wha you are going to need to do is combine all like applications and so forth to have it run more smoothly
