What is an official upgrade?

I keep getting the "Program ...illegal function...shutting down message when rebooting.

This started after reinstalling Windows 98 this morning. When I push the "details" button, this is the response:

It seems that your OS is not running compatible with your computer so you are going to have to upgrade from 98 to a later model
