What is a fresh install?

Desktop from my office. A viurs was installed either by internet or network from a program

brought in (unkowingly?) from outside. The computer goes through normal boot procedures

until just before windows start up. The screen turns black to show message that reads

Illegal Microsoft Windows License Detected. You are in violatin of digital mellinium copy right act... contact bsa.org. I have tried to use start up disk, reformat. Is it possible the virus can

hide somewhere other than the hard drive? What can I do? Please respond in layman's terms

I am not a computer expert. Thank you jbftmy ps I contacted bsa.org to find that I should

contact my isp or comp. manufacturer. No help there.
