What is a fresh install?

I am having trouble with my computer fixing the sectors. It will freeze up in the middle of a program. I tried to restore it back to the oringinal and it didn't work. It didn't finish the repairing sectors process. I turn the computer on and the imprper shut window appear. Trying to repair the sectors and the clusters. The clusters is always being prepared but it never finish the process of repairing the sectors. It always freeze up. When I use to get on the internet it will freeze up but now I can't do anything with it. I can't make it pass the improper shut down screem.

Whenever a sector or a cluster is damaged the best option you have is doing a fresh install
