How to install outlook express?

I have outlook express/Windows ME.. I can receive email but cannot send it. While trying to Create Mail, I get the error message "Address book not installed, reinstall address book". I have reinstalled the Outlook Express but please tell me how to reinstall the address book.

Instead of just reinstalling, i would just totally uninstall the program then reinstall the program this will give you a fresh copy of the program without any settings or traces from the previous version But prior to doing this make sure you back up the information in another folder or disc or cd-rom/rw--Robert Outlaw
