Why won't windows recognize my cd-rw?

Ok my cd drive dose not open well it opens when its bearely coming on and then when windows is up and runing it dose not open no more. it alsodose not show up in my computer.

some thimes when it comes on it has a red light like if i was burnig.

The 1st step is to make

Make sure that the CD-ROM drive is listed on the Windows hardware compatibility list (HCL).

If you use a SCSI CD-ROM drive, make sure that the SCSI controller is listed on the Windows HCL.

If not the case, make sure that all connections are in and proper drivers are installed.
