I have some shortcuts and folders that I cannot delete. If I delete them, they return if I right click the start button then explore. The folder name is Portal Searches. It has shortcuts ranging from Viagra to porn to money...

I've used Norton to try and wipe it clean but it must be somewhere in the computer I don't know anything about.

Any tips you can help me with?

I would try removing them from the source instead of the shortcuts, generally they are in your temp folder for your user name or just a folder that is named temp, search for that folder and remove all files Next do a search for all dialers, diallers, spelling it in differents ways just you might find that these are scatered all over your computer just delete them and then restart your computer--Robert Outlaw
