What will fix my slow file transfer?

Since we have gotten Cox internet my computer have been extreemly slow in opening up anything. The internet speeds have increased but my everyday work has gone to a snails pace. It takes 1 to 2 minutes to open outlook express. Then it takes that long (or more) to open an e-mail to read it!!! Going to program to program is getting difficult. What could be wrong? I am about to throw this computer out the window!! I am not computer literate. I can get around the computer and can be walked through things. This has been very baffeling. My husband has tried to figure out what may be slowing things down - but he is not a PC man - give him an airplane computer and he can tell you what is wrong! but not mine.

Please help. I listen to you on KTAR and find you very knowledgable and know you can help.

Check to see if your modem supports data compression, verify that the modem is configured to use it.
