Can You transfer XP licence to others?

I am going to purchase Windows XP Pro Full. Currently I am using Windows XP HOME. How do I go about transferring my XP HOME licence to someone else. My information, and my XP HOME product key is on file with Microsoft, and if I just give this copy to a friend and he tries to activate it, will Microsoft deny him that or what. I've tried searching the Microsoft site and it is no help at all.

You cannot transfer your software licence to your because that's software piracy and it's illegal.
