What will restore my missing program file?

Using WinCoctor I find I have a missing program file. Called Dell and the only help they could give me was to reinstall Windows. I can't back up files, as program missing is" installshield"

Is is there a wall to recover missing file?:

(C:\Program Files\Common Files\installshield\Professional\Run Time\5101\Intel32\"Dotnetinstaller.exe" Can not access a necessary file" mscorce.dll

Try restoring system files if that doesn't work reinstall Windows

To restore system files you can put in the operating cd and as the process goes by there should be page that give you an option to repair files there's two choices to use a wizard or do it manually (i believe) choose the one that soots you and the computer will search for the fill that's missing and install it again without reinstalling the whole operating and the total loss of your information.
