My monitor flickers when I open up any software. If I'm just at the desk top it is fine?

Computer is only 2.5 years old, my monitor flickers when I open up any software. If I'm just at the desk top it is fine.

Could my mouse be the problem, it is a Logitech (lighted) mouse. This just started, my computer came installed with everything, except this mouse but I've been using this mouse for roughly a year now.

Any help would be great.

Right click desktop, properties

under settings make sure your colors

is 16 bit and screen area is 1024 by 768 pixels or higher.
