How to make cd burner record at full capacity

My question is this... about my cd burner i am useing Nero Burnig Rom 6.0.0.0 and my cd burner is and Atapi CD-RW 40x12 .. I just purchased some cd that are Memorx CD-R 700MB 80 min 48X multi speed... and the fastest that these cds will burn is 16x in fact any cd that i have tried will only burn at 16x or slower.. how can i make this faster and use the cd burner's full 40x capability
