Looking for language that will update,make software and fix bugs.what do you recommend?

I am wanting to start programming and I have been studying and all I get is that there is no better language then another it matters on what you are wanting to do. But I wan't to know which one I should start with, I am looking for a Language that will let me update software, make software, and fix bugs. I am also on a budget of 50 bucks so make it less then 200 bucks. I guess I must be blind I can't find any of that info on the internet.
