Why do you keep on gettig thrown off Internet explorer?

when i`m on internet explorer and on certain web pages i get thrown off and the page then says404 error page not found. i also get a missing file when i start up my computerwhich says error `C:\WINDOWS\System32\cmd32.exe`. i don`t know if the two are connected but i thought i`d better tell ya anyway . please help its doing my head in?

You keep getting thrown off the internet explorer and the message, error 404, because to many people are using the program and your dial-up connection may not able to keep up to speed.
