Try this

While trying defrag the computer, it keep reseting at the 10% level. So I went to msconfig and set it to "diagnostic startup". Then I got these large icons on the desktop and can only view about half of the icons. I went back to msconfig and reset to normal. I went to desktop properties and tried to reset the icons back to normal size. I could reset the size but could not hit the "apply" button because the screen was too large. I tried to drag the screen upwards but that did not work. How can I get the icons and screens back to normal size?

As you said that you already reset the size but you could not hit the "apply" button, so then hit the tab key until the cursor is positioned in the appearance tab then press the shift key at the same time you press tab key and then press enter.

This is because the last option in this windows is the APPLY button
