My computer keeps shutting down then restarting, why.

My computer will not shut down. Well....actually it does shut down and then powers right back up after about 2 minutes. (I have checked and double checked to make sure restart is not selected). The only way I can get it to stay powered off is to unplug it. And then, when I plug the computer in to start it, it will not start up right away. It will power up anywhere from 10 to 30 minutes after plugging it back in. It's really odd. Also, my clock (on task bar) is not keeping the right time. Both of these problems started about the same time. Could it be the power supply?

Yes, it could be your power supply Make sure you do not have alot of equipment working from one oulet or circuit After checking your power supply or have someone qualified do so, you can reset your clock, it should start working properly after your power supply is stabilized.
