How can I retrieve my icons and start programs?

After I turn on compute only the wallpaper is dispalyed-no icons. If an CD is put in CD Drive nothing happens. I guess no programs are loading--how can I retrive icons/start programs?

Start the computer in safe mode by restarting the computer, press and hold down the Ctrl key or by clicking F8 depending on the OS that is loaded, this should help you to troubleshoot.
