HOW DO I GET A STARTBAR ON SCREEN?

Please help I do not have a start bar

GO INTO DESKTOP, YOU CAN FIND THE TOOLBAR SAVED AS A FILE, CLICK, HIT RESTORE ALSO, MAKE SURE THE BAR WASN'T MINIMIZED, IF IT WAS SIMPLY USE THE MOUSE TO EXTEND IT INTO VIEW.
