HOW DO I UNINSTALL PROGRAMS THAT WON'T GO NORMALLY?

Uninstall won' t uninstall some software problems I do not want anymore. I bought an uninstaller program, but it won't uninstall because the programs have their own uninstaller. I really need to get rid of these programs.

A PROBLEM IS THAT WHEN CERTAIN PROGRAMS ARE STARTED UP, THEY USE CERTAIN RESOURCES AND DLL FILES, EVEN WHEN CLOSED ALSO, IN CERTAIN PROGRAM'S PROPERTIES, IT HAS A SAFETY TO PREVENT DELETION MAKE SURE THIS IS OFF, AND STAT REMOVALS ARE DONE PROMPTLY AFTER STARTUP, TO AVOID ENSNARING DLL FILES
