Photoshop not operating

When I try and open photoshop, it just runs through the setup and then never opens. I have tried reinstalling but it doesn't seem to help. What do I do.

The reason why the Photoshop goes through the setup and then doesn't open maybe caused by a cd-rom that must be needed in order for the program to open.
