When I click on an application to launch it, there is a 15 second delay before it actually opens.

How can I fix this?

The cursor changes to an hour glass and then goes back to a regular cursor and then there is a 15 second pause. After the pause, the program will open up.

Although, the hourglass stops spinning it may be that the application is still loading you can verify this by two ways - one is to check the front of your computer case to see if there is any hard-drive activity, number two is to hit CTRL ALT DEL to open the window task manager window, select the performance tab to see your memory and processor usage Hopefully this will let you see better what is going on in your system.
