How to create a boot disk?

I accidently deleted files from the hard drive and now both the CD ROM and Windows aren't working. I can't reinstall windows because I can't use the CD ROM. I used a boot disk to start the computer but windows won't load because of missing files from VFAT. How can I get my CD ROM up and running again?

There is a solution to this If you are using windows 98 you can reinstall windows because it has to boot up from floppy, and then it picks up the cd-rom If you are using windows xp you could get a xp boot up disk which allows you to do similar tasks as windows 98 Which is to boot up from floppy And if you are using windows 2000 If i am not mistaking you could make a boot disk from the operating system Other then that I don't know what to tell you
