Why is the active window bigger than my monitor?

active window in some programs are to big for monitor including some in windows 98.second posting.as i said in my origanal post 1/28/04 i have already changed monitor resolution.this does not help ,the active window is still bigger than the borders of the part of the monitor screen being used at the time regadless of what resolution i set on the control panel monitor settings.

Before you go into any program right click anywhere on your startup screen and go to properties, next go to settings, and then screen area
