What can i do so my scroll bars will stop controlling themselves?

I have been having this problem mostly with the computer I described in stats... but also periodically on my laptop. I have reformatted the compaq desktop and it is still happening. When a window opens that has a scroll bar... the window scrolls on it's own like crazy and I can't seem to use the mouse to control it... I thought at first it was a bug... but I have not been able to find any info on a virus like this... and I did a search on my puter with both norton & pccillin. This has made my computer too difficult to use & it is driving me crazy!!! Please help me!!!! :o(

The reason why your scroll bars are controlling themselves is because someone is or could be hacking your pc, and you must shutdown your computer as quickly as possible Or else that person can hack your pc and you won''t be able to enter your computer ever again, so shutdown as quickly as possible Thank you
