The formatting toolbar in Outlook Express

I recently (three weeks) lost the Formatting Toolbar (is is shaded) in Outlook Express. I cannot find a way to get it back. I read something about a file, inetres.dll which is present on my system (C:|Windows\system32 folder). I read Microsoft Knowledge Base Article 331331, but do not have the folder suggested in Microsoft's Workaround. Do you have any suggestions?

The formatting toolbar in Outlook Express

This toolbar is only showed when you are creating a new message, if it is no showed in that moment; you just click View in the New Message windows, and then in the toolbar select Formatting Bar.
