Can you transfer video to dvd?

Hi-is it possible to transfer a video on a cd-r to a dvd-r? i was using the Nero buring rom, but i can't get it to copy the files from the cd to the dvd. Or there's and eror message saying "compliance test failed"when it's about to burn the dvd. And if it does burn, it won't play in any other dvd player. Can you please help me get the problem solved? Oh and what's the difference between all the blank dvd media? like the DVD-R's/ RW's and DVD+R's/RW's.
