Internet keeps hanging up when I shut down computer

MY INTERNET HANG UP ie WHENEVER I WANT TO SHUTDOWN, IT WON'T DO USING THE X BUTTON AT THE TOP CORNER OR GO TO FILE AND CLOSE. I HAVE TO KEEP USING CONTOL ALT DELETE EVERYTIME TO DO THIS. WHY? AND ALSO, I KEEP GETTING ICONS FROM THE INTERNET ON MY DESKTOP EVERYTIME I LOG IN OR GO AND LOG iNTO THE INTERNET. IS THERE'S A FILE OR PATCH YOU COULD SUPPLY ME TO REPAIR THIS AS I DON'T WANT TO REFORMAT MY MAIN HARD DRIVE, I HAVE 2 HARD DRIVES. IT IS ANNOYING IRRITATING EVERYTIME. ANY HELPERS ?

Well you may want to scan you PC for viruses with Ad awarenes or Norton Anti virus After that you should upgrade your web broswer You can also close an internet window or any program by pressing the ALT and F4 together.
