Is the video card working properly?

After getting the message "starting windows 95.......the screen goes from side to side and I can't see what it says. What can I do?

Trade the video card for a known good one If the video card does not work change the system board Start your comp in safe mode and in the control panel, display, settings see if a high resolution (greater than 800x600 with more than 256 colors) is selected The video card may not support this resolution or the monitor may not support this resolution or the refresh rate.
