How to get windows to start up?

I was having problems with my computer and took it to Best Buy and they worked on it. Once I took my computer home and plug it all up and turned it on, I get the following error message.

A black screen with white lettering appears and starts out that "Windows did not start proplerly......". There is more to the message, I did not write it all down. At the bottom it gives you options about starting your computer and a timer. How do I get rid of this error message?

If you are getting this message it is because there may be no operating system installed or the one installed is damaged You should re-install your windows operating system.
