I hear fan but computer doesn't boot up

Recently my computer started to stop working. Everytime I turn on the power and boot it up, it turns on and I can hear the fan going but it doesn't actually boots up. At the front the green light doesn't come on and the red light comes on for about a few seconds then it turns off and doesn't turn on again. The monitor itself doesn't show anything but the power is going through. Sometimes I can boot it up but it freezes once it goes into windows. So I took out the RAM and place it back in again and now what it does it beeps one long beep, followed by three short ones everytime I boot it up but it still doesn't boot up. The green light is now on when I boot up the computer but the red one doesn't light up at all and it doesn't boot up. I think nothing is wrong with the video card because it was able to start up and go into Windows once but I'm not sure. So what is the problem? Battery? RAM?

Check the power at the outlets, where the computer takes the current Check the cable connections for the tower also for the monitor Try to clean the fan and also the inside of the tower from the dust The beep has to do with errors on CMOS Also remove all the devices and reinstall them to make sure that none of them is using extra current Try to replace the hard drive with another known good one so you can eliminate as a problem the hard drive.
